How these measures work

Resolved in 7 days is the default because it can’t be gamed by a backlog: it counts every request old enough to have had a week, and a request still open past that deadline counts as a miss. A closed-cases-only average makes backlogged areas look fast, because their slowest cases haven’t closed yet.

Still open after 30 days is the share of requests, old enough to have had 30 days, that were still open 30 days after they were filed. Median days to close is the median among the requests that closed within those 30 days. Both cover a request’s first 30 days, as the Columbus maps do. Canceled requests are left out of all three measures, and so are aircraft noise complaints and information-only calls, which are logged, not worked: they close the moment they’re filed.

Source: City of Chicago 311 service requests (open data). Each request is placed in its community area and ward by the City’s own recorded assignment. See methodology for the window, freshness, and suppression details. Community areas with too few requests show as “insufficient data” rather than a noisy number.
