How to read this map
Violations per 1,000 parcels normalizes for size. Switch the category to building & habitability for the structural/interior-maintenance violations that most read as blight; the drawer breaks every area down by category.
Open-violation share is the fraction of a community area’s violations still OPEN (not yet brought into compliance) — a persistence signal a raw count can’t show. It is computed over all violations; the drawer discloses “NO ENTRY” cases (the inspector couldn’t access the property) separately rather than counting them as open or closed.
